Les outils numériques ne doivent pas être utilisés uniquement pour supporter l'apprentissage, dans le sens où ils ne représenteraient que de simples gadgets au service de l'apprentissage mais ils doivent être exploités pour faire émerger la connaissance, la construire et la produire et non l'inverse autrement dit, ils se doivent d’être exploités en tant qu’outils cognitifs (cognitive tools) plutôt qu’en tant que vecteurs (D. H.Jonassen).
