This analytical report presents a review of evidence regarding access to, and the process of acquiring, skills for the green economic transition across initial vocational education and training (IVET), as well as lifelong learning (LLL) opportunities for people already in the labour market. The report focuses on groups in society that may be particularly affected by the greening of the economy. The policy context for this paper is provided by the EU’s ambitions for the green transition. These are set out in a number of policy documents that highlight the importance of skills in achieving these green goals. The report focuses on three interlinked aspects: (1) it provides characteristics of green(er) jobs and skills; (2) it assesses the extent to which current education and training provisions ensure equal access to the acquisition of green(er) skills; and (3) it provides illustrative examples of practices adopted by Member States to create equal and just access to green(er) education and training opportunities.

Skills must be at the heart of any strategy to achieve Canada’s new target of cutting emissions by at least 40% by 2030. Yet so far, our discussions have been largely limited to debate about regulation and technology.

In this report, we examine the transformations already underway in Canada’s labour force as the country moves to a Net Zero economy. We map out the sectors and occupations experiencing the greatest disruption, the ways skills are shifting within specific professions and the competitive advantage that a green workforce will bring. The challenge ahead is sizeable, but for workers and employers alike, the payoff could be significant: as many as 400,000 new jobs will be added in fields that will demand enhanced skills. The importance of these green skills can’t be overstated—equipping Canadians with them is the only way to get to Net Zero.

he findings revealed that the TVET curricular should contains some of these green skills: problem solving skill related to environmental pollution,  interpretative skill on environmental phenomena, research skill on environmental issues, data collection skill, analytical skill, exploitation skill on green technology, management skill on natural resources, design skill, controlling skill on environment pollution, raw material management skill, energy saving skill, recycling skill, and reuse skill. It is suggested that Polytechnics should embed these green skills into their programme curricula in order to produce graduates who are able to meet the needs of green industry.
