Access to digital technology has demonstrated the ability to change learning in the workplace with easily available resources and flexibility through often self-paced learning environments, offering employees the ability to take control of their learning experiences. The scarce existing body of research suggests that “specialised” MOOCs may be an effective means of upskilling the workforce. Whilst MOOCs offer a convenient, scalable and cost-effective means for businesses looking to increase or update skills within their workforce, much uncertainty still exists about both Australian employers’ and employee perceptions and attitudes towards the use of MOOCs as a way of addressing the skills gaps. The aim of this study was to explore the potential for MOOCs in addressing the skills gaps in the Australian workforce through a systematic qualitative review of the literature. In total, 19 research and media articles were reviewed. Three major themes emerged: MOOCs and flexibility for learning, MOOCs for on-demand, lifelong learning in a rapidly changing workplace, and credentialing of MOOCs towards a formal qualification. This study aims to contribute to this growing area of research by exploring the extent to which MOOCs might help address skills shortages and upskill employees in an Australian context.

There can be no sustainable national development without vocational and technical education, and there can be no vocational and technical education without skills acquisition. The issue of sustainable national development is not a one-day event, but constant or continuous process that affects the citizens positively. The paper x-rayed the peculiar characteristics of vocational and technical education in providing necessary skills to the populace for sustainable national development. The conceptual clarification of vocational education, technical education, vocational and technical education, and sustainable national development were considered. The paper further discussed a brief history of vocational and technical education in Nigeria, during the pre-colonial, colonial and the post-colonial era. The paper examines the importance of vocational and technical education in Nigeria development. It further highlighted the role of vocational and technical education in sustainable national development. The paper concluded that non-acquisition of saleable skills has been a major factor in the countries under development and high rates of poverty and other social vices. Therefore, VTE as the type of education with these values should be recognized and taken serious for sustainable national development to strive.

Systematic period and cohort effects of structural change in the economy and labour markets on companies’ supply of, and employees’ participation in, continued vocational training on the job have been revealed. Participation in further training reduces employees’ risk of dismissal, as well as their mobility between companies. Participants’ adaptation to structural change via job-related further training is correlated with increased employment security, professional flexibility, and commitment to the employer.

Field Note: Access to Higher Education: Reflections on a Participatory Design Process with Refugees

Refugees face significant challenges in accessing higher education. It is clear that new and diverse solutions are needed that both understand and address the contextual barriers to higher education access for refugees. In keeping with new approaches in the wider humanitarian community, which recognize the role communities can play in creating new education solutions, our organization sought to employ participatory design methods in the development of a new program to support access to higher education for refugees in the Middle East (mainly in Jordan and Lebanon). This note provides insights into the implementation of the participatory process and details the impact the participatory approach had on the design of our programs. Finally, we highlight the need for gender-balanced recruitment strategies and reflect on how the design of the participatory process benefited the participants and the initiating organization.

Germany. Facing the life-cycle trade-off between vocational and general education in apprenticeship systems: An economics-of-education perspective 

This paper discusses the role of vocational education, and in particular apprenticeship education, in preparing students for the labor market, with a particular focus on a life-cycle perspective in changing economies. The basic idea is that vocational education may facilitate entry into the labor market but hurt em­ployment opportunities later in life because of limited adaptability to changing economic environments. We summarize evidence on the changing effects of vocational education over the life cycle from the international adult achievement tests IALS and PIAAC and country-specific evidence. We then discuss policy implications for elements of future-oriented education systems, especially apprenticeship programs.

This study explores school-to-work transitions in Germany, aiming to achieve a richer understanding of the complexity of labour market entry trajectories while focusing on transition measures. The term transition measures refers to additional training courses that complement the regular vocational education and training system of firm-based or school-based qualification routes. The contribution of supplementary training measures to the school-to-work transitions of young adults is a controversial issue. While programmes aim to ease the transitions of low-skilled youth in the training and labour market, critics point to the risks of long-term subsidised careers or fragmented employment trajectories in subsequent years.

A report about Education, Training Teachers and Learning Artificial Intelligence: Overview of key issues

As Artificial intelligence (AI) is taking an important part in our lives, the question of educating towards AI becomes increasingly relevant. We argue in this document that although
it may be premature to teach AI, we recommend an education to five pillars or core questions which should be of great use in the future: data awareness or the capacity of building,
manipulating, visualising large amounts of data; understanding randomness and accepting uncertainty or the ability to live in a world where models cease to be deterministic; coding and
computational thinking or the skills allowing each to create with code and to solve problems
through algorithms; critical thinking as adapted to the digital society and finally a series of

Health systems in sub-Saharan Africa face multifaceted capacity challenges to fulfil their mandates of service provision and governance of their resources. Four academic institutions in Africa implemented a World Health Organisation-funded collaborative project encompassing training, curriculum development, and partnership to strengthen national leadership and training capacity for health workforce development. This paper looks into the training component of the project, a blended Masters programme in public health that sought to improve the capacity of personnel involved in teaching or management/development of human resources for health. The paper aims to explore factors influencing contribution of training to organisational capacity development.
