2020 Cedefop skills forecast: challenges and opportunities in the coronavirus era

The 2020 update was developed before the coronavirus pandemic. The short-term economic impact of the lockdown in many countries is uncertain; the current short-term forecast is therefore likely to be over-optimistic. However, the key long-term factors (such as the ageing population, increasing use of automation/artificial intelligence, globalisation, resource scarcity and move towards a carbon neutral economy) will still hold as the EU Member States put plans into place to deal with the virus, and their economies move forward. The trends in the longer-term forecast are therefore also likely to hold.

Since local communities that are recovering fastest from the crisis are those having a labour force that is adaptable to external trends and shocks, local and regional authorities (LRAs) can play a crucial role by addressing the less conventional, more modern skills as an important way to increase flexibility and adaptability of the labour force. These skills include basic skills, multilingualism and digital literacy, while the development of entrepreneurship becomes a key component for welfare as it may create occupation for the unemployed and new businesses. By the same token, media literacy is necessary for creating new jobs in the media industry and for school education to improve, in turn, the level of media literacy in society.

There’s no denying it: the world is currently experiencing a shortage of engineers. The shortage isn’t limited to a single country, either. Nations worldwide are reporting shortages in a variety of engineering fields. In Canada, there are a little over 250,000 currently employed engineers. Experts estimate that by 2020, approximately 95,000 of those engineers will reach retirement. With engineering programs churning out approximately 12,000 new engineers each year, there simply isn’t enough talent to replace retiring engineers.

New European targets on the employability and the mobility of students to stimulate and guide education reforms in Europe by 2020. A new benchmark on the mobility of students would measure the share of young people with learning experiences abroad. A new benchmark on education and training for employability would monitor the success rate of young people with different education levels in the labour market in the years after graduation.
