Investing in Youth: Japan

The report provides an overview of the labour market situation of young people in Japan, presents a portrait of young people who are not in employment, education or training (the NEETs) and analyses the income situation of young people in Japan. Two policy chapters provide recommendations on how Japan can improve the school-to-work transition of disadvantaged young people, and on how employment, social and training programmes can help the NEETs find their way back into education or work.

Nearly one in five young Europeans are not in employment, education, or training

The study found that the percentage of young people neither in employment nor in education or training (NEETs) increases considerably with age. In 2015, the NEET rate of those in the 15–19 age group was 6.3%, as the majority of young people that age were in full-time education.
However, the NEET rate almost tripled to 17.3% for those in the age group 20–24, reaching 19.7% among those aged 25–29. The member states with the highest NEET rate aged 20–24 were Italy (31.1%), Greece (26.1%) and Croatia (24.2%). The member states with the lowest rates were the Netherlands (7.2%), Luxembourg (8.8%), and Denmark, Germany, and Sweden (all 9.3%).
Access to the labor market is essential for establishing independent life, particularly for people in their mid-to-late twenties. Long-term unemployment in particular is a major concern for policymakers.

England. Employability, knowledge and the creative arts: reflections from an ethnographic study of NEET young people on an entry to employment programme

Whilst creating demand for young people's labour is central to tackling youth unemployment, the paper contends that using the arts can go some way towards breaking down barriers to learning experienced by many marginalised young people, and argues that creative activities can be used to introduce them to forms of knowledge which have been largely flushed out of vocational education - at least for many working-class learners. The paper presents ethnographic data which suggests that skilful, well-informed tutors can, at least in some circumstances, use the creative arts to provide young people with access to forms of learning which transcend official discourses of employability, and introduce marginalised youth to forms of learning rooted in what Bernstein described as 'powerful knowledge'.

The problem of youth unemployment is a ticking time bomb scenario, making one wonder if being young is really an advantage and whether such a large group of disgruntled youth will hold the key to the future of nations.
The solutions to the youth unemployment problem are oft-repeated in many a forum: prioritizing youth-centric policies, structuring continuous skill development programs, developing curricula in touch with the latest needs of the industry, bringing out nationally and internationally accepted skill certification systems, matching skill sets of individuals with the relevant jobs, granting fiscal incentives to the industry for skilling and employing the youth, and promoting entrepreneurial skills amongst youth.
