Canada’s Skills Crisis: What We Heard

The evidence is clear: the demographic shift is resulting in retirements; there is a growing shortfall of skilled workers; and we have a growing mismatch between the skills required and those available.
Four priorities resonated across the board:
- upskilling the existing labour force
- immigration policy
- educator-employer connections,
- and Aboriginal education and workforce development.
Canada urgently needs to revamp its policies, programs and attitudes to support continuous, life-long learning and skills upgrading.

Fuelled in part by fears that burdens of the recent recession have disproportionately fallen on youth, the issue of youth unemployment has rekindled signi cant unease with dierent levels of government, communities and the general public. In addition to the most common consequences of unemployment such as nancial hardship and emotional distress, joblessness may also result in the erosion of an individual’s skills and knowledge and increase uncertainty of future labour market prospects. For jobless youth, this aspect of unemployment may particularly be ‘scarring’ as skills and knowledge gained through the educational system may not have appropriate opportunity to crystalize into professional ability. At the aggregated economic level, such an erosion of skills may disadvantage business in their ability to expand and compete; particularly in an environment of increasing global competition

UK. Career Happiness Index 2012

The Career Happiness Index shows that people in vocationally-trained and skills-based jobs, such as hairdressers, gardeners, plumbers and electricians, were happiest - 65% compared to 58% of those in largely academically trained, office-based jobs.
The report also looks at employment status and personal circumstances in order to understand how these can affect a person's well-being and satisfaction levels at work. It showed that:
Self-employed people are overwhelmingly happier at work (85%).
68% of those in vocationally-trained, skills-based jobs saying they were proud of their work, compared to 62% of those in academically-trained, office-based jobs.

Vocational education and training, which nearly half of all Europeans choose to enrol in after their compulsory education, has a generally positive image among most age groups, linked to the high quality of training on offer and the strong job prospects that this brings. However, only 27% of young people aged 15-24 say they would recommend it to their peers, which shows that more needs to be done to improve the image and attractiveness of vocational educational and training within this crucial age group.
